1791 brass tags

I have recently obtained a copy of the CH Calendar for 1986. Featured on the front is a brass tag stamped CH Hertford 1791. Can anyone elighten me as to what exactly these tags signify - I actually possess two of them obtained years ago from Frances Mercer or Mary Thompson, and I have no idea what they are!
