I think I may have found the problem (inadvertently while changing to BST)

There is a setting that bans private messages. Moderators and administrators can private message which is why mine got through.

If you do want to receive private messages.

User Control Panel
Board Preferences
Edit Global Settings
Allow/disallow users to send private messages.
