Amend "human rights", require discipline and give teachers the power to act in the best interests of the pupils - even if it means a good thrashing occasionally. I would not go quite so far as the Catholic Church in Ireland - reportedly punishment became "final" for a few pupils

I'm surprised no one has mentioned the MasterPlan. Or does the Head have no say in this matter?

I wouldn't think so. He/she is in charge of the children first and foremost, not the fabric.
