Sometimes, I just wish I was still allowed to drive.
Oh ! Hang on a minute. Too many prats, idiots and near do wells use the roads these days.
I'll stick with my bus pass and use my one raised finger salute to those above who think they rule the world and road, when I'm trying to cross the road. Incidently, these 'drivers' need to consult the road traffic act regarding the right of pedestrians when in the road.
Is he homeless and living in the camper van but worried he will get moved on?
In Seattle there are now a very large number of people doing this, because the rent has more than doubled in the last 8 years. It's the fastest growing city in the US but there's not enough remotely affordable housing.

No he's definitely not living in the van. I've seen him park it up, get out and get into his 4 x 4 and drive off. If he was homeless he might improve his situation by not owning 2 vehicles! I should also mention that he also kept a very old MG on the street for a few months too. It was untaxed (and therefore illegally parked) but that thankfully has now gone.
I think my feelings about this chap are two parts annoyance that he treats the road I live in as his own personal car yard (as mentioned there was a point when he had 3 vehicles in the road) and one part curiosity as to what he's up to and where he goes.
My therapist says I have a preoccupation with vengeance. We’ll see about that.

You will have to tell us where he goes if you follow him!
I am itching to but it's difficult a) having 2 young children and b) the guy's movements are erratic. He doesn't move his vehicles at regular times. For example last week the road was unusually busy so he had to park 60 metres round the corner, however he came back later (after 8pm) when some vehicles had left and moved his van back to outside my house. It really is bizarre.
If I ever manage to follow him I will post an update.
